Or put a time dependent table. You also might read in the table and interpolate the table in a field function. There is a function for repeating motions to repeat the table for every cycle, so you don't need to put the same stuff several times to the table when you want to run for several cycles.

Overset meshes are definitely the way forward here, but you must make sure that the overset mesh only overlaps fluid cells throughout the entire range of flapping as per the best practise guidelines.
