Simulation Mesh Problem

Hi all, I was just wondering if it is at all possible for someone to explain to me how to create the following static mesh region for creating a simulation.

Hopefully I can attach a picture to explain to you what I am on about because I have tried importing surface mesh as a .dbsn from CCM+ but this comes up with the error that it has no 3D cells.

Any suggestions ??

Sorry but you will have to copy the url of the image into a new tab to view it
