how to install the libice.a of es-ice to star-cd?

My es-ice ver is 2.10.09 and star is 3.26.
I have down load the file of libice.a, but I can not install it because I did not find the option of -toolchest as shown in the manual.
Who can help me?

When i run the STAR , the follow information come out! what is the problem. thank you for your help!
