Default Inflation issues with Ansys CFX

I am currently working with CFX to simulate a jet impingement process. My problem started to occur when placing an inflation layer on the bottom surface when the surface was not uniform and the domain was small. The inflation layer was no longer apart of the mesh or was not uniform across the surface.

Since the volume of where the inflation is occurring is relatively small I believe this is where I am having issues. Any help is appreciated.
Parameters I'm using:
Automatic Mesh Method
Relevance Center Fine
First Layer Thickness is 5e-6 m with growth rate of 1.2 and Max Layers 10
