in my ansys 14 ,in mesh section i cant active cfx-mesh in mesh option pannel

No, because it is not in version 14. You have other meshing methods to choose from.

Dont think the static mixer is in the mehing tutorials for v14.
In Ansys Help:

// Meshing User's Guide // Tutorials :: 5

That's what you have for meshing. If you go through that you can then give static mixer a go on your own
