Default Inflation Layer Problem

pyroknife is on a distinguished road
I attached an image of my problem. I specified the # of inflation layers to be 15 with a total thickness of 1e-003m. For some reason, as shown in the pic, you can only see 6-7 layers.
Does anyone know what could be causing this problem that it's not generating the specified # of layers?
