[ICEM] Boundary grid too fine?

Dear all,

I have some problem with the boundary layer in ICEM.
I mesh a pipe, first layer thickness is 2.5e-5. Everything works.
When I decrease the first layer to 2e-6, I get some distorted cells (regarding "orthogonal quality" in ICEM). Unfortunately, I can not upload the files (company restrictions). Does anyone have an idea anyway? I already tried to play with all those tolerance settings, but that doesn't seem to work...

Also, what I didn't mention: These cells don't look "non-orthogonal" at all:
