Holes in geometry appearing when surface mesh size decreases

Hi

I am trying to mesh a cylindrical domain with a symmetry plane that has half of jet blowing onto half of a hollow cylinder. I am trying to reduce the size of the mesh on the cylinder from 0.002 to 0.0015 using a surface mesh option, in order to increase the number of elements in the mesh. The original geometry is imported as a a .x_t file from solidworks. When I try to decrease the surface mesh max element size to 0.0015 on the inside cylinder the number of elements does not increase, and when I decrease the max element size to 0.001 on the cylinder it will increase the node size but an error comes up saying that there is a hole at the intersection of the cylinder and the symmetry surface which was not apparent before. When I try to run the repair geometry tool it doesn't fix the issue. I am using a Robust(Octree) tetra mesh option. I am wondering how I can fix this issue to decrease the max element size on the cylinder in order to increase the overall number of elements. I've attached some pictures of the issue and the log, if any other information is needed please let me know.
