Default mesh in overlapped surfaces

Hi
I have recently worked on the model below, but I have problem in meshing part. I though you could help me about this. according to attached pictures I have some overlapped surfaces in my model, in which mesh does not form. despite I removed the underneath surfaces, I still have this problem. could you please help me to solve this problem??

N-S is on a distinguished road
the mesh will generate in watertight space, I thick your geometry have more than one watertight space. Maybe try assign each space a domain name by "Create body"
