Meshing for flow over a cylinder(2D)

Hi everyone
I am new to CFD and ANSYS. I want to simulate a flow over a cylinder to analyse vortex shedding and wake. I have two problems for this. 1. I cannot generate an accurate mesh for this. 2. For this project I need to rotate the cylinder and the rotation profile is attached below. I need the rotation shown in middle picture. It has both anti-clockwise and clockwise. Guys, if anyone can give me any suggestion on how to do this, it would be helpful. Is DEFINE_CG_MOTION UDF works for this? If yes, can anyone send me a link with examples on how to learn this? I have been trying to find any online tutorials but I didn't find any.
