Default UNIFORM MESH for Circle as inlet

Hello,
can anybody tell me, how to creat a cuboid based on an uniform cartesian 3D mesh, which has an inlet, that don't follow the cells? On the picture you see my first try with icem and my target mesh from somebody else.

It's an easy blocking. search for "icem blocking cylinder", you will find tons of guides on how to do that...

Thank you for your advice,
i know how i get a blocking like on the picture, but i don't know how to associat
the velocity_inlet boundary condition to the mesh like on the picture with the red inlet. The red inlet on the picture starts in the midle of a cell, not on the corners, like common boundary conditions. The picture below is how i made it allways, but the association of the red inlet is not like this. Its not the blocking i want to learn, its how to let start a velocity_inlet in the middle of many cells.

For 3D mesh you need a shell element for a boundary condition. a line is not sufficient... it's impossible
