[ICEM] problem in structured mesh

I am trying to generate a mesh which consists a block with v-notch and a hollow cylinder above it, whose bottom surface is absent so that a fluid drop can pass from the inside of the cylinder to the notch cavity (fig. capture17). But I am facing the below problems

1. I am unable to give the bottom surface as interior (shows error in fluent).
2. if I am not keeping any bottom surface of cylinder the mesh becomes something else (fig.s attached in the drive).
