high skewness in volume with low skewness in surface mesh

hi
i have a complex geometry and used icem for meshing
shell mesh has low skewness but in volume mesh there is cells with high skewness
i attached pictures of blocking, volume mesh and shells that show skewness of cells
how can i improve it? is there something wrong with blocking?
