Converting 2D blocking to 3D

The geometry that I want to mesh is given in the picture below. I've created a surface block using the swept option in 2d surface blocking. The blocking is also shown in the attached image. The main issue that I am facing is in converting the surface block to a 3D block. I've tried using different techniques in the multizone fill option but in vain. Can anyone provide suggestions?
