tidal turbine meshing in ICEM inside a water channel

Hello everybody,
This is the first time I write in CFD_Online. I am a PhD student working on tidal energy. I would like to ask experts using ICEM which is the best strategy to build a structured mesh of a 3D water channel (rectangular cross section) with a tidal turbine (horizontal axis_hub+blade) placed in the middle. So far I meshed a 120 deg portion of the inner cylinder domain (turbine). My first question is: Which is the best way to join this domain with the rest of the water channel? -Copy and rotate the blocking ? - Copy rotate and merge the 120deg mesh portion of the turbine? second question: Do I need a complete (360 deg) blocking of the turbine to join the inner domain of the water channel?(Supposing I use a create sub-topo under topology and blocking the water channel geometry separately) Hope you can help me!
