Default ANSYS Meshing: element sizes

Hi,

I've got some quite complicated geometry to mesh, and I want to have lower element sizes in proximity of the faces - it will look like that:


Please give me some advices how to do it in ANSYS Meshing.
The Refinement utility doesn't help.
