I am a beginner at ICEM and I tried to split the block as shown in the figure but it's not inclined the split is always vertical or horizontal so how could i split the block as shown in the figure for the blade to be contained by the split lines.

That's not how you'd block such a geometry usually. I guess u want periodic boundary conditions on the sides, so your edges on each side need to be periodic as well. So the general approach would be like in this video: https://www.youtube.com/watch?v=7GLYQwCsc8A

I am using the same technique as in the video u referred to but, my problem is at block splitting into smaller blocks step (as in minute 6:25 in your video) i need a way to split inclined as in picture attached not just horizontal and vertical as in video

I don't see the necessity to split it like that in this case, and it shouldn't work anyway. For a structured grid with Hex-Elements you need opposite edges with same node-count. In your picture there are 2 triangles in the top right and the bottom left which you just can't mesh.

The topologie shown in the video e. g. O-grid around the blade and H-grid for the rest should be fine, for the inlet at least. For the outlet it's a bit more difficult because of the angle of the blade. If you can it's probably good advice to move the outlet further in the top-right corner.

In this video a turbine blade with a similar geometry is being meshed with the same topologie:
