I believe it is not possible to create a single closed surface in SpaceClaim, as it would get automatically converted into a solid. You could make a small hole in the surface so it is not completely closed.

Could you try these two options and see if any of it works:
  1. Create the solid and save the file as .stl. Make a new design and read the stl file. You should get the surface you need.
  2. Create the solid. Go to the Facets tab and click Shrinkwrap. This should convert 3D model in to a coarse meshed surface.
You can adjust smoothness of surface by using smooth option in adjust sub-tab.

It works if you can live with a torus that consists of 2 surfaces.
1) create a torus
2) split it in half
3) right click on one of the surfaces and select detach

Then you end up with 2 surface bodies (of zero thickness) that span up 1 torus. Isn't that suitable?

I did it by pulling two arcs around the same axis then share topology.....
it is not the best solution but it worked

For structural analysis it is not suitable

ICEM works with points lines and surfaces. So, if you import a Spaceclaim solid of a torus into ICEM, you end up with a single surface. Then you can export it as a stl or iges file.
Haven't tried it but you can........
