How to extrude and scale at the same time?

Hi guys,

I need to:
1- draw a V-shape sketch on a cylinder surface.
2- extrude and scale this sketch with respect to the cylinder axis.

I provide two pictures in below to illustrate what I mean. Please notice in the pictures I kind of discrete my desired shape to some segments bcz I cant draw it perfectly.

How can I do this?
