Hi, I haven't been using ICEM for all that long. Basically I have a tank of water with a structure located near the bottom that should be immersed from all sides in the fluid. Up till now I have been only modelling the tank with no structure using blocking and hex elements, but now with the added structure I just don't know how to go about creating this mesh. Can I use my old mesh with only fluid and just delete the cells where my structure is?

If you are doing FSI, then you will need the cells in the structure... (can't just delete them)

Depending on the topology, you can split (the blocking) the solid portion out of the fluid portion and just assign those blocks to a solid material.
