Default 2d parallel edges mesh problem

I am trying to mesh two surfaces separated by a thin wall. How to avoid elements generated through the wall? Is it a tolerance issue?

Two ways...

1) You could use patch dependent surface meshing...

2) It looks like you are using patch independent surface meshing, if so, you could setup "thin cuts" between the parts of the two curves. (look for it in the help for details)
