Heating surface in Polyflow

Hi everyone, I have a problem regarding to heating surface in ansys polyflow. In order to define the heating, I need to use an equation as below which has a few variables that need to put values. The problem is when I use 300K as Tavg, Talpha(300K) which I think initial temperature respect to convection, then the results showed final temperature is about 298K. I tried also use other values for Talpha but the results always show lesser than Talpha value. Can anyone explain why this happened and how does this equation work? I thought final temperature should be higher than Talpha. For qo and h I just put reasonable values.
