[ICEM]When to use part mesh set up and when to surface mesh setup

Hello! I'm very new to ICEM and when I went through ANSYS tutorial I found that in some cases it uses "part mesh setup" to specify mesh sizes and sometimes uses "surface mesh setup". I'm wondering which one I should use in different cases?
