You can create elements manually under the Edit Mesh tab.
Just lay them out to form the shape you want, including that little Y block region.
Then Extrude them up into Hexa blocks.
Then File => Blocking => Load from Unstructured mesh will turn those into a blocking file.
Then associate that blocking with your actual volute geometry.
Pretty quick way to block a difficult geometry like this.
