I am currently running star 3.100b on a dual p3 1ghz with 3gb of ram, what sort of preformance gains will i get if i use 3.15 on linux bearing in mind that this will enable me to use both of my processors with HPC?

I've seen around a 10-15% increase in speed just in going from windows to linux (less overhead). You will get a boost of anywhere from 50-100% by using 2 processors. On the other hand, 3.15 with HPC for windows will also be out shortly and you will be able to get the same boost without switching.
