STAR-CCM+ user code.
 
Is it possible to read into a "C" user code information about a cell like region number or name? Some thing like RegionIndex, FaceIndex, ...

You will find a complete list of the variables available in the online help via User code.

The best way to get access to region/continua etc is via the STAR-CCM+ java api (collections etc). Again the api is available with every version of STAR-CCM+ under help.
