refining hex mesh in arbitrary areas ?

hi dear glenn , i using tet/inflate reached good mesh but number of node is high (5 million),as your mentioned i used hex mesh for my model, but unfortunately i cant refining mesh in arbitrary areas , i used hex mesh, whether exist way i using of body of influence or spehre of influence otherwise how do this? as your mentioned using hex mesh really lower number of cells in model, i need only portion that i given as orange color and remain of model not useful for me.

You should do some meshing tutorials. You can get some on the ANSYS customer web page. The controls you use to manage a hex mesh are quite different to tet meshes.
