Julian121 is on a distinguished road
Is there a way to fix the the rotor movement when making an animation of velocity vectors in the same plane?

I have used timestep animation but the rotor moves between timesteps.

Gert-Jan will become famous soon enough
Not sure if it will help, but in the Tool bar go to Edit->Options
There are options for 'Angular shift for rotating locations'. Try one of these to see if it helps.
