Pettersson is on a distinguished road
What is the recommended y+ value for CFX and what is the best way to control it?

Read the section in the documentation about wall modelling.

You control y+ by adjusting the size of the mesh adjacent to the wall (usually).

What y+ you should aim for depends on what you are trying to model and what turbulence model you are using.
