Has anyone encountered this in Ansys 13 Meshing before? I have tried EVERYTHING to get that region where the elements grow larger to remain fine...but it keeps forcing this to occur! Any ideas? I am sweeping it from the face you see to the other side, so all I have is sizing controls at my disposal...

If that is the only part of your mesh, it looks like you can reduce the Max Face Size and the Max Size value down from the default. Hard to read but your defaults look like ~66mm and 132mm respectively. Crank that down to a more reasonable value that is close to what you are trying to control to.

Is there any way to make a max face sizing on just one part, rather than globally?

Apply mesh sizing to each individual body. I beileive you need to make sure your global size encompasses your individual mesh sizes or the global might win out.
