I have two circular plates in contact with one another, rotating at the same speed, inside an air enclosure. I have set a solid to solid interface on the inside surface of each plate. I have also added a heat flux on one plate which changes the temperature of the same plate but not the other. I have left the frame change to None, the pitch change at None and Mesh Connection at GGI. Is there something I have missed in this interface?

If it works properly, you have not missed anything. If it does not work you probably have.
