How do we determine inlet conditions associated with a specific Re_\theta? |

I am trying to validate DNS data (Araya & Castillo, 2012) using Comsol for a ZPG flat plate turbulent boundary layer. Now, in their paper they use various Re_\theta to define flow parameters. How should i think about the back calculation required to determine the inlet conditions for the required momentum thickness reynolds number?
