solid to solid surface contact

Hi. Is there anyone that can explain to me how to ensure the solid components and other solid component are completely attach?

here is my problem: A solid rail which is non moving object with another moving solid rail grip the first one on top of it. the object will not move in the rail but it will lift up from the rail then only it will flow.
