I heared that only students in US and Canada could apply for research licenses. Is it true?

That is ideal, but I make exceptions based on the application. I would strongly recommend that everybody apply. Approvals are based more on the quality rather than the country.

I am very interested on Research licenses of Flow 3D. Unfortunately, I come from a University of Vietnam. So, Can I ask it for my research?

does the academic flow 3d free license have any limitations like in number of nodes or size of mesh and in number of parallel simulations etc.

You should contact your local FLOW-3D representative to talk about your specific needs, but generally, there are no limitations to cell counts in the academic licenses. The only limit is on the number of CPU cores which is typically either 8 or 16 cores. The standard academic license will run one simulation at a time.
