apart from the tabular option, is it possible to assign a sinosoidal function of the inflow velocity .

unfortunately, no. The only other option is to customize the boundary conditions in the file BC.F. This is pretty straight-forward if you are familiar with FORTRAN and have the 9.1 Intel compiler.
