prescribed velocity GMO

I am having a problem with the phase of the prescribed sinosoidal (say) x-velocity of the GMO. when the phase is 0.0 (default) the resulting fluid forces say x-force makes sense. but with phase (270degree) the resulting x-force is nearly zero. why?

I need this initial phase so that the GMO oscillates evenly around both sides of its initial position.

Please comment!
