Dispersed flow in VOF model

Can any use VOF model for dispersed flows ?? I meanas fluent user manual says you can use VOF only when you have slug or stratified flows but in some research paper I have people using VOF model inspite of having dispersed flow.
Can anyone give any criteria or justification for using VOF in dispersed flows??

Using VOF in dispersed type simulations actually means that you resolve the dispersed phase. This leads to capturing all the bubbles with their resp. surface.

Will this be an accurate way of modelling?

I've seen DNS-like simulations with Front-Tracking Method for dispersed bubbly flows, yes. It still has limitations though..
