bolbol is on a distinguished road

I'm conducting a two-phase flow case in a pipe using FLUENT and given the velocity inlet B.C and vapor quality.
My question is how to assign the first layers close to the wall as liquid phase only? because my case treated as annular flow and these layers are an indication to the film thickness.
