FLUENT VOF -simulation metal rod melting problem

Hi
I use FLUENT VOF to simulate a steel rod shape changing during melting process.

My simulation condition:transient,VOF(steel-air),UDF(surface tension,recoil force in xyz direction),gravity.

In the project,the steel rod change its shape in temperature 300K. The material setting steel's melting point is 1700K. I think steel in temperature of 300K should be solid in my case,and would not have shape changing.

Is it possible for a material change its shape when its temperature is below melting point in vof model? Or I set something wrong?Could someone please help me with it? Thank you.
