What is the reason for the below error when I load the udf in fluent?

You have no business working with fluent. Start learning two very basic skills everyone should try to have:
a) the most basic computer skills, which involves reading what it says on the screen.
b) asking meaningful questions

It's looking for env.bat file in that location. Regardless env.bat shouldn't even be in that location. You likely are missing something in your PATH which in layman's terms means something is not installed correctly on your system.

If you continue to run into such errors, you might want to invest in technical support from Ansys customer support. There are paid, profesionally trained persons who will work through these issues with you and sometimes for you.

I'm entirely guessing because I have no idea what is even in your udf. For all I know, you could be attempting to retrieve storage from another dimension. Or the UDF might have come from an internet troll who wrote a bunch of coded print statements to always print this message just to mess with you. Again, just guessing.
