Default non zero swirl velocity in axi-symmetric condition

hi everyone:

I have simulated the draining process from a cylinder after rotating in 2-D axisymmetric swirl condition.
The fluid is draining through the narrow drain port.

When i get a swirl velocity result, the velocity at axis is always not zero and very large.

how can i resolve this problem in fluent6.3 ?
