for cavitation simulation you should use this proccess:
model/mullty phase/mixture/number of phase2
material/select primary & secondary phase
define/phases/phase1/select primary phase
define/phases/phase2/select secondary phase
define/phases/interaction/mass/select cavitation/set vapor pressure

but i have problem.when i simulate the cas in fluent.vf-phase is not changed.

i use fluent 6.3.26.i think the problem is in characteritic of fluid;fr exmp:surface tension coef and non condensable gaz fraction.becaus i put 3166 pas for 25°C at pressure of vaporization;can you give me the correct values

no if your material is water set true pressure for water surface tension And vapor pressure use this links:
