VAWT Steady or Transient??

Hello,
I'm simulating a Vertical axis wind turbine (VAWT) and I wonder if I should use steady or transient time to calculate the Initial Torque Coefficient .
When the VAWT is in motion (w=10 rad/s) I have no doubt, the time should be transient. However, to calculate the Initial Torque Coefficient I define(w=0 rad/s) and here is where I have doubts. I performed the simulation with steady and transient and the results are very different.
Which option is most suitable for the Initial Torque Coefficient, Steady or Transient?
Thanks
