Blade rotating in swirling flow

I am attempting to model flow through a cylinder where the flow is directed through a stator and then rotates a freely rotating flat blade. I think I have to apply a sliding mesh to the region containing the blade and guess an appropriate angular velocity for the mesh, similar to modeling a wind turbine. however, is there any way to tell if the angular velocity applied to the mesh is close to the velocity which would actually be imparted onto the blade by the air flow?
