moving wall for rotating wheel

HI, I currently working on rotating wheel.
wheel shape is round originally but I cut the bottom volume which caontact with ground. so now bottom is flat. here is my question . for setting moving wall(rotating) condition to wheel shape ,do i have to include flat face in bottom or not??? need your help |
