Default Applying boundary conditions for vertical rotating pipe.

Hey guys,
I have a problem in setting boundary conditions for a problem,here is the problem.
A rotating pipe is submersed in a two phase flow with second phase liquid is 0.02% volume fraction.Densities of both fluids is known,Rpm is 3000 for pipe.Interaction between faces is surface tension(0.024).20 mm of pipe is submersed.And working pressure is 0.624 bar.The pressure difference between oil level at bottom and outlet of pipe at top is zero.

So I can't make fluid volume inside the bottom sump.I am able to give boundary conditions as pressure inlet at bottom of pipe and pressure outlet at top of pipe,but i can't give boundary conditions to oil at sump bottom since I can't create fluid volume.So please help me.
