Flow inside a Partially filled rotating cylinder

Hi,

I am trying to simulation the flow patterns in a partially filled rotating cylinder (Cross section view only and 2D single phase). I am facing two problems while simulating the flow:
1) I am planning of an initial condition of a pool of liquid at the bottom and then apply a rotating velocity to the wall. Can you please tell me in brief how do I define a partially filled cylinder as an initial condition?

2) I have also tried to mesh, but I am unable to achieve a uniform meshing. Can you please guide me as to what would be the best meshing strategy for this kinds of flow?

You suggestion would prove very helpful to me. Thanks in advance.

Vinayak
