Mesh quality in fluent

Hello everyone
I have a mesh quality problem:
when I check my mesh quality in ICEM, Determinant2*2*2 is upper than 0.34,angle is upper than 22,but when I check my mesh in fluent,I have this:

Minimum Orthogonal Quality = 6.25472e-03
(Orthogonal Quality ranges from 0 to 1, where values close to 0 correspond to low quality.)
Warning: minimum Orthogonal Quality below 0.01.

Maximum Ortho Skew = 9.93745e-01
(Ortho Skew ranges from 0 to 1, where values close to 1 correspond to low quality.)

Why the minimum orthogonal quality doesn't reach the point?How can I change it in ICEM、
