Default Adapting VOF to heat pipe

I am simulating a heat pipe but I want to adapt VOF method for phase change. Because the conventional heat pipe has two flows(water at the wall and vapor at the center), is there a feature that I can choose two flows in a single pipe in Fluent?

Typically, inlets and outlets are where fluid travels but the heat pipe is completely closed. How can I set up inlet and outlet properly?
