Are two elements always better than one?

For a given aerofoil, will two elements of that aerofoil always produce more downforce than one for a set length of wing available. For example, if 500mm is allowed for the length of a front wing, would a 500mm chord length aerofoil always produce less downforce than for example the combination of a two element wing made up of a 400mm chord length aerofoil and a 100mm to 110mm chord length aerofoil overlapping horizontally.
This question is for a given aerofoil so one 500mm aerofoil or 2 of that same aerofoil at any combination of chord lengths desired that fit into 500mm horizontally.
